S.Keywords: demanded occupations, forecast, employers’ survey, Russia's ArcticzoneDevelopment and exploration of Arctic natural resources has become a strategicfield for the Arctic states. Successful implementation of promising industrial projects238significantly depends on the availability of qualified personnel.
At the same time, thereare threats to the staffing of the Arctic territories due to objective reasons (negativedemographic trends in most of the Arctic states outflow of workforce to regions withmore comfortable climatic conditions, etc.) and due to subjective reasons: entrantscontinue to choose "intuitively" their future occupation without considering the trendsof region economic development. This often leads to youth unemployment, as graduatescannot find work in accordance with their diplomas.The paper presents a new approach for education and training of personnel inRussia aimed at graduate’s employability improvement.
The main idea is that the choiceof future occupation by students should take into account upcoming trends of regionaleconomic development. Testing of the new approach was carried out on the data of theRussia's Arctic zone. This experience is important because the largest part- the 1/3 ofthe entire Arctic territory among all of the countries (USA, Canada, Norway andDenmark) belong to Russia.The basis of the study is an algorithm that combines the development of theforecast founded on econometric models, the employers’ survey and evaluation of theeducation system possibilities.The developed forecast became the basis for the evaluation of the potential of theRussia Arctic zone educational institutions to train graduates in demand leading to theiremployability.
The regions that face the highest deficit of graduates in the near futurewere revealed as well as specified vocational specialties, which would have the mostsignificant gap.Top 25 blue-collar occupations in demand were generated based on the results ofemployers’ survey and analysis of open sources of information. This list is proposed toconsider as a reference while developing the priorities for education and training. It isalso necessary to use this information for the purposes of the graduates’ careerguidance.According to the results of the analysis proposals for education authorities andeducational institutions were developed in order to increase the efficiency of theeducation system and the level of graduates’ employment.
These proposals includeclarification of the education system targets and the formation of the admission quotasin educational institutions in strict accordance with the staffing needs forecast. Theforecast allows taking into account "today" and any "tomorrow" needs in the Arcticzone. It will allow training specialists taking into account the time lag of 3-5 yearsbefore entering the labour market and provide their employability.The recommendations may be useful for the Russian Arctic regions and otherArctic countries to increase youth employability, to increase the demand for graduatestrained, increase the flexibility of the regional education and training systems.Пример аннотации 2Gurtov, PitukhinaCurriculum Design and Innovation.
New Experiences for Curriculum Design239Envisioning perspective skills for curriculum updatingAbstractRussia continues undertaking curriculum renewal processes, it is evident that there is a heightenedimportance attributed to ensuring that students develop graduate capabilities or skills that will enablethem to be more productive and engaged citizens. Complying with the existed curriculum not revisitedtimely, it remains unanswered how to meet the challenge of advanced training and occupation skillsdevelopment. The point is that curricula are to be oriented for the future, not for the past, i.e. whatperspective skills and competences should be expected from graduates.
This paper explores variousmethods applied in perspective skills qualitative projection (employers’ and experts’ surveys,foresight results). ‘Established best practice’ can and should be implemented in Russian contexts.Following a preliminary consideration of the origins of ‘best practices’, we address approaches aimedat re-modeling and reconceptualizing skills (for example, famous tuning-model).The article deals with the perspective skills models for prioritized hi-tech industries in science,technique, and technology in Russia; it includes both the methodology description and the skills liststhemselves. The developed approach is based upon the best Russian and foreign practices, it embracesboth the results of experts’ and employers’ surveys as well as foresight sessions results. Themethodology implementation resulted in structured models for both soft and hard skills and becamethe main predictor for the successful achieving the “future goals”.
