Introduction
Electronic commerce provides global sales and their maintenance, moves the new services to the market, reduces the costs and personalizes customers’ offers.
In airline mutual payment system (AMPS) «electronic commerce» goes for business activity in a neutral field of AMPS. It provides them with equal rights for their services realization using IT-technologies and media.
There are 90 participants of AMPS (Russian and foreign) as well as about 400 accredited air traffic agencies (ATA) selling the passenger traffic and additional non-connected services around Russia and abroad in more than 6000 selling points and 250 e-points.
The object of this research is to study Internet-sales of air traffic agencies.
The subject of this research is to analyze the functioning of “Specter Avia Service” (Far Eastern ATA).
The aim of the graduate qualification work is theoretical basis of ATA Internet sales development.
In order to fulfill the aim we have to follow the next tasks:

Researching of the theoretical aspects of ATA Internet sales.

Analyzing the Internet sales efficiency of “Specter Avia Service”.

Making suggestions about improving the process of Internet sales service.

Theoretical aspects of air traffic agency Internet sales services.
-
Main terms and common legal aspects of the Internet sales in air transport.
“Transport” is one of crucial spheres of material production and services connected with the transportation of cargo, passengers, luggage and post to the destination point.
“Transportation service” is the result of provider’s activity directed to satisfaction of passenger’s, shipper’s and receiver’s needs in accordance with the rules and standards.
The services of passenger air transport (AT) include passenger transportation and the set of related services.
The above mentioned related services aren’t paid by the passengers and they are considered obligatory while organizing the transportation. They include:

Passengers boarding.

Meeting the passengers.
-
Informing the passengers during the flight.
-
Assisting passengers after landing the aircraft etc.
Passengers’ air transporting agreement makes the transporting company carry the passengers of the aircraft to the destination point providing them with a seat aboard for payment according to the passage mentioned in the ticket. The luggage must be also transported to the destination point and returned to the passenger or authorized person.
Using Information Technologies (IT) takes the essential part in improving the efficiency of business activity of Russian airlines:

Electronic ticketing of the services provided by the company.

Electronic execution of documents for additional aircraft and non-connected services of the company using Electronic Miscellaneous Documents (EMD).

Electronic execution of documents for additional aircraft and non-connected services of the company using EMD and e-documents of AMPS.
Airline Mutual Payment System is a combination of operating controls and participants performing the interaction by the principles, technologies and rules adopted in this System.
AMPS is used for providing with the standardized services for the organization of passengers transportation sales by accredited agencies, simplifying the procedures of these sales, organization and control over the cash flows to airlines etc.
Transport clearing house (TCH) is an executive body in AMPS providing with organization of transportation chain of sales and offering the standardized services as well as simplifying the formalities while organizing the transportation chain of sales and additional services.
Russian Global Distribution System (GDS) Sirena-Travel is accredited in AMPS. In addition, there are foreign GDS attested such as Travelport, Amadeus, Sabre.
This part of the graduate qualification work studied and researched basic terms in electronic commerce sphere, ATA working scheme, the main participants of electronic ticketing, ATA services assortment, TCH and AMPS working principles.
1.2. Electronic ticketing as the main type of air traffic agency internet sales.
E-commerce being an activity for providing with electronic services independently from the field of application is fully based on info-communicational technologies supporting their infrastructure as well as electronic payment systems and payment safety control means.
The main components of e-commerce on passenger aircraft:

Business members: airlines and suppliers of additional non-aviation services.
-
Information systems and networks.
-
Information technologies of service sellers.
-
Consumers.
There are different sectors of the electronic commerce and their types, separated by the objects and business relations of the subjects of this activity. However, there are three most essential sectors in e-commerce on passenger aircraft:

Business-to-business (B2B) – Buying and selling is pre-determined by the subjects.
-
Business-to-Consumer (B2C) – seller is a legal entity of the services while buyer is a private individual.
-
Business-to-administration (B2A) – participants of these relations are legal entities representing the ATA from the one side and State institutes from the other.
Direct sales is a process of direct purchase and sale between passengers or cargo clients and airlines.
Personal transportation sales (or so-called “free sales”) are processed by airlines staff and is characterized with the wide chain of sales points, placed on the territory of different countries where the particular company has a right for such activity.
Sales through intermediaries go along with fees system.
The main traffic documents filled while providing with the transportation services are:

Airline ticket;
-
Payment receipt for extra-luggage;
-
Air consignment note;
-
Miscellaneous charges order etc.
Passenger agents are touristic companies, advertising agencies, shipping companies, banking and hotel corporation and other institutes as well as private individuals as subagents.
As a rule, the next institutions are appointed as cargo agents:
-
Cargo forwarders;
-
Consolidating and freight forwarders;
-
Variable departments of machinery, shipping and railway companies specialized in different types of freight traffic.
The majority of passenger and cargo agents selling the airline transportation services are registered by International Air Transportation Association (IATA) and are considered their official agents. In order to get IATA approval, agents have to provide it with their efficiency, business solvency, experience in this particular field, good reputation and other statistics.
This part of the graduate qualification work studied and researched the terms of sales and their types in electronic ticketing sphere by ATA, types of ATA, settlement of accounts between airlines and ATA.
1.3. Perspective directions of electronic commerce development.
Nowadays the overwhelming quantity of air traffic services is done as electronic tickets with the realization of constantly growing sales through the web sites. Any ATA is condemned to losses without having leonine booking technologies from their private site. Due to adoption of the directive of Ministry of Transportation as of 2010, passenger itinerary receipt started the process of Internet tickets sales. Thanks to implementation of payment services by transport operators and AMPS along with adoption of itinerary receipt turned the Internet into the instrument of quite efficient business both with air traffic direct sales and agency sales through Internet points of sales (IPS).
IPS is a specialized information field on the web site of accredited agency on the Internet. The site is operated by electronic engine. Besides, Internet sales technology includes 3D-secure technology while making a payment for transportation using credit cards through particular payment systems. Such measures are effective against cheating along with other means providing with safety of information technologies.
Overwhelming number of passenger transportation and additional services are processed by agencies in AMPS and other MPS using e-documents such as e-tickets and EMD.
United Airlines introduced first electronic tickets in 1994. According to IATA plans official transition to e-ticket was appointed to the 1st of June 2008, but in fact it was finished worldwide only at the end of 2014. The main advantage of using the e-ticket is simplifying business regulations and reducing the expenses in civil aviation.
Selling of ATA multi-services is performed through virtual and IPS, which provide with the next possibilities:

Expanding of competitive advantage in comparison with web-source of airlines such as availability of offers between different air traffic companies along with multi-modal transportation.

Expanding the functionality of ATA sites engines considering the possibility of using different booking systems by their complexing on one screen.

Variety of service payment types for a customer.

Expanding the assortment by means of other services without overcomplicated the process of choosing and purchasing etc.
This part of the graduate qualification work studied and researched the theoretical aspects of Internet sales of ATA services, main terms in electronic commerce sphere, working scheme of ATA, main sides in the field of electronic ticketing, assortment of the main and additional services of ATA, TCH and AMPS working principles, ATA accreditation procedure and control over its functioning.
As for prospective directions of electronic commerce development there were some elements marked to accelerate the service process.
2. Internet sales efficiency analysis of Far Eastern air traffic agency “Specter Avia Service”.
2.1. General characteristics of the air traffic agency.
Public company “Far Eastern air traffic agency “Specter Avia Service” is one of the main agencies selling air tickets around Far Eastern Federal District, including its capital – Khabarovsk. “Specter Avia Service” has partnership with most foreign and all Russian suppliers of air traffic services in the sphere of passenger transportation and ticketing in general.
“Specter Avia Service” serves about half a million passengers a year, that makes it an essential object of the air traffic sphere in Russia and has a positive influence on economics in general. The agency was declared “The best regional agency in Russia and CIS” for three times. Also this agency uses such global systems of air tickets distribution as Amadeus, Sabre, Gabriel and Sirena.
