Russia’s new international image.

Vladimir Putin visited London on his first official trip to the West since being elected Russia’s President in March. Our foreign policy can be best described from stubborn, and sometimes counterproductive, assertiveness to smart assertiveness. This is the style that V. Putin has already begun conducting (cultivating).

He also visited Belarus and Ukrain. Russia will use its energy resources and economic weight to regain influence over its ex-Soviet neighbours. Over the past decade, Russia often seemed so cross with its independence-minded neighbours that it would deny itself economic advantage in order to punish them. Such tactics may now give way to a rather more sophisticated approach.

In deplomatic terms, Mr. Putin arrived in London fully armed because a few days before, Russia’s Duma, its lower house of Parliament, approved the Start-2 treaty, an arms-control treaty with America that will reduce both countries` nuclear arsenals (the long-range rocket forces). He said in London that Russia had drawn a line between strategic and non-strategic defence. Tony Blair, British Prime Minister, offered to mediate between Russia and America over the issue.

The Dume is also expected to approve the nuclear test-ban treaty,- something America`s Senate has refused to do, despite the strong pressure of the White House. I`d like to underline the importance of this event. News talks between Russia and the USA on the whole complex of nuclear ant outer space weapons will take place in the nearest future in Moscow during an official visit of J Bush with new american administration.

In the post-war time, the main direction in the search of super-weapons was going on in the field of using atomic energy for military purposes. Nowdays, mankind`s collective reason (concern) is objectively reflected in the United Nations decisions. In the 1st place it applies to the main problems of world politics: prevention of nuclear war, curbing the nuclear arms race and disarmament, because all nations are concerned about the development of human civilization.

Nuclear disarmament continues to have the highest priority and it is an essential means for accelerating economic and social progress, because according to statistics:

a) annual world military expenditure was close to $300 billion

b) some 400.000 scientists and engineers were employed in military projects

c) 40% of all the funds allocated to research and development, from both public and

private sources went to the military sector

d) trade in arms had reached the amount of $20 billion a year.

We need peaceful coexistence and the so-called "new mode of thinking". Incidentally, the first man to raise this qestion was A. Einstein, a person, who, unlike certain politicians, was well aware of the magnitude of a nuclear catastrophe threatening mankind. The great physicist said that the discovery of nuclear fission had changed everything, except our way of thinking, and therefore, we move towards an unparallelled catastrophe.

Almost 40 years passed since that prophesy was made. Has our way of thinking undergone any changes? Does this new thinking exist today? The record of current world events seems to justify pessimism. The important thing is that the shaping of the new way of thinking should become a global process. Perhaps, the establishment of the new approach to the problems of war and peace ought to be regarded as top priorities among the global problems facing us all today. Anyway, much depends on us and on our mutual efforts.

We need peaceful coexistance, not only as a political, but also as a moral principal, We must understand the simple truth pronounced by Sent-Exupery: "Why must we hate each other? All of us are being carried away by one and the same planet...”
