Pressure Mounts in Baghdad Crisis

BAGHDAD, Iraq — With the U.S. military presence growing in the Persian Gulf, the Iraqi government sought Fri-day to prepare a people suffering under UN sanctions and worried about an attack for the possibility of another fight with the United States.
Diplomats from Russia and the Palestinian Authority, meanwhile, remained in Baghdad another day to press Iraq to com-promise on United Nations demands to inspect so-called sensitive sites, including President Saddam Hussein’s palaces, to avert a military strike.
Arab League Sec-retary-General Esmat Abdel-Meguid left Friday, a day after Turkish and French envoys went home. He said a proposal was in the works to end the standoff, but offered no details.
"There is a problem and there are differences in view-points. We don't deny that, but there is a desire that we reach a peaceful solution," Abdel-Meguid said in Amman, Jordan, where he stopped on his way to the Arab League's headquarters in Egypt.
The United States and Britain, despite opposition from Russia, France and China and clear unease among Arab allies, have pressed ahead with their threat to attack Iraq if it does not provide unfettered access to UN weapons inspectors working in the country.
Until the inspectors certify that Iraq has dismantled its weapons of mass destruction and the means to build them, the Security Council will not con-sider lifting sanctions imposed after Iraq's 1990 invasion of Kuwait, which led to the Gulf War.
Iraq claims it has done so, and Iraqi officials have repeatedly said they believe the United States is determined to keep the punishing sanctions in place regardless of what Iraq does.
Iraq has barred access to the sites on the grounds that it violates sovereignty.
As part of the military buildup, the USS Independence arrived in the Gulf on Thursday with a submarine and four other ships.
It joined two other U.S. aircraft carriers — the USS Nimitz and the USS George Washington — and a British carrier, the HMS Invincible.
U.S. President Bill Clinton, meanwhile, ordered ships carrying 2,000 iMarines into the region to join the 24,000 U.S. forces.
In Baghdad, a city weary of the hardship sanctions have brought, Iraqi television has stepped up its patriotic programs, apparently to instill fervor in advance of any U.S. attack.
The main state-run channel is showing even more film clips of Saddam than usual as well as scenes of Iraqis marching in a program to give military training to civilians to defend Iraq against an attack.
2 American Fighters Collide Over Gulf
WASHINGTON—Two U.S. Marine Corps fighter jets collided over the Persian Gulf during a training flight Friday, Pentagon officials said.
The pilots from each plane were rescued and flown to the aircraft carrier USS George Washington, said Major David Lapan, a Marine Corps spokesman at the Pentagon.
Lapan said details reaching the Pentagon were sketchy and he was not certain of the condition of the two pilots, who were flying F-A-18 fighters.
Both of the planes took off from the George Washington, which is among three U.S. aircraft carriers in the Gulf.
Britain, U.S. Vow Tough Iraq Stance
WASHINGTON—U.S. President Bill Clinton and British Prime Minister Tony BIair said Friday they both want a diplomatic solution in dealing with Iraq but also are preparing for an attack if needed.
The two leaders, appearing at a joint news conference, emphasized solidarity on common U.S. and British goals, issuing a new tough warning to Iraq's Saddam Hussein.
"We must be prepared to act, and we are," Clinton said.
Blair said, "We have to prepare in case diplomacy cannot work."
Standing side by side in the White House, both leaders said they were in complete agreement on the readiness to use force in Iraq, even though the United States and Britain are the only major powers to endorse such a course.
Blair repeated an announcement made just hours earlier in London that Britain is sending eight Tornado fighter planes to Kuwait.
"These are ground attack and reconnaissance aircraft," Blair said. "It will take place over the next few days."
The news conference came during Blair's first official visit to Washington since he was elected last May.
In the wide-ranging session, Blair and Clinton tried to keep the subject focused on foreign affairs, as most U.S. and British reporters asked questions of both leaders about allegations of illicit sex in the White House.
Pledged to stand together in good times and in bad, both sought to emphasize policy over the personal controversy. Blair deflected questions to him about Clinton's troubles.
“I believe it is absolutely essential we stay focused," Blair said. He said the British people are more interested in his work on issues like schools, jobs, crime, living standards — and that in the end, history will judge both him and Clinton on their performance.
In opening remarks, Clinton said that he and Blair shared "common values, common visions." He said both were committed to "preparing our own countries for the future."
Blair said the two leaders, in talks Thursday, had discussed Iraq, the peace process in the Middle East, Bosnia, the global economy, the Asian financial crisis and the importance for Europe to establish closer ties with Turkey.
Blair cited a "great comradeship and partnership" between the two countries.
Both Clinton and Blair said they were still hopeful for a diplomatic solution to the standoff with Iraq. "Whether there is a diplomatic solution or not is entirely up to Saddam Hussein," Clinton said.
The two leaders and their wives were spending Friday night at Camp David, the presidential retreat in Maryland's Catoctin Mountains.
