1. SUBJECT AREA REVIEW AND TARGET SETTING

   1. Review of business incubator activity

Currently one of the strategic directions of development of our country is to increase the informational potential and innovational activity of the population and companies. One of the directions to realize present strategy is organizing and creating of business incubators, industrial parks at the turn of research, educational and manufacturing enterprises and unions. To implement this policy, business incubator was started in Far Eastern State Transport University in 2005.

A business incubator in business speak is a company that helps new and startup companies to develop by providing services such as management training or office space.

More than a half of all of the programs of business incubators are «multifunctional» projects. They work with clients from various branches of industry. Technological incubators form 39% of all incubators.

In many countries incubators are financed from regional or national budgets within the overall economic development strategy. In the USA most of incubators are independent and being financed from community funds and from its projects. US Economic Development Administration is often a source of funds for opening incubators, but as soon as incubator starts and functions, it as a rule doesn’t take federal funding no more. The rent and/or customer fees make up 59% of incubators income, 18% is a cost of services and grants, and 15% is subsidies for cash transactions.

In 1990 business incubators first appeared in Russia.

According to Russian legislation, business incubator is «an organization that solving tasks of supporting small, just made and new enterprises, which want to start their own business, but don’t have possibilities».

Business incubator is known as an organization founded to support entrepreneurs on early of their activity via renting them premises and providing consulting, accounting and legal services. Total area of nonresidential premises of business incubator has to be not less than 900 square meters. At the same time area intended to place of small business subjects has to be not less than 85% of useful area of business incubator. Area of nonresidential premises given to one small business company has to be not more than 15% of all nonresidential premises of business incubators intended to place small business companies.

Business incubator provides following major services:

• to lease (sublease) nonresidential premises to small business companies;

• to implement the technical maintenance of building (part of building) of business incubator;

• postal and secretarial services;

• consulting services on questions such as taxation, accounting, crediting, legal safety and business development, business planning, professional development and training;

• to access informational database.

Business incubator (except for industrial and factory-farm incubators) has to correspond to following major technique requirements:

• availability of 70 work places equipped with office hardware and furniture;

• availability of a computer, printer (with individual or collective access) and a phone with city and interurban line access for every work place;

• availability of at least one meeting room equipped with furniture, blackboard and a phone;

• availability of at least one lecture room equipped with furniture, blackboard, projector and a phone for conducting lectures, seminars and other trainings;

• availability ща the Internet channel for not less than 80% of all work places of business incubator;

• availability of office hardware for collective access: fax, Xerox, scanner, color printer, automatic telephone exchange.

Small innovative enterprise «Modern design technologies» was founded within FESTU business incubator in 2015. This company was founded to implement following tasks:

• assisting entrepreneurial activity among students and teachers of FESTU based on the results of their research and development work;

• reveal perspective students and projects with commercial potential to realize them and help them to become independent companies;

• to grow a good environment for researching and development studies, involving authors of innovational methods developments into research and commercial activity of the university;

• to commercialize students’ and teachers’ experience in the sphere of development tasks for enterprises in Khabarovsk.

For a new business incubator the main goal is to announce itself, tell people about its competitive advantages. This task can be solved effectively via using the Internet technologies. It’s important for every company to have the Internet representation – a place where people can easily and quickly find and information about the company, its services and products. Web portal can be such place.

Web portal representing small innovative enterprise «Modern design technologies» has to solve following tasks:

• to attract potential investors;

• to promote existing projects;

• to do PR functions;

• to be the tool of spreading information about the company and its activity;

• to help the company to maintain old and establish new contacts in the market.

Thus, to solve the problem of creating conditions for involvement of authors of innovative development and design technologies to commercial activity of the University, within this graduation project, it was decided to create a web portal that would be able to solve its tasks and meet the needs of the customer. In the next section review of existing technologies on the market will be presented.

1. Review of the used technologies

Nowadays there are two major ways of web portal development are presented in the market.

The first method is to develop web portal from scratch. This method requires big knowledge of programming languages and design basics. Advantages of this method are:

• high security level. Web portal which was developed from scratch has its own unique engine that is hard to hack because it’s not popular worldwide and hackers don’t have the information about its weaknesses;

• it’s simple to develop a good inner optimization;

• it’s easy edited.

But we should mark than third point is also a disadvantage because it’ll be difficult for the client to be familiar with web portal architecture and with following modernization.

Disadvantages of this method:

• long process of development;

• requirement of huge knowledge in the Internet technologies and programming field.

The second method is using templates based on one of the CMSs. CMS (Content Management System) is a set of processes and technologies that supports the collection, managing, and publishing of information in any form or medium.

CMS’ main functions:

• to provide the tools for content development, to organize collective work upon the content;

• to manage content: storing, version controlling, document flow management etc.;

• to publish content;

• to present information in convenient view for navigation and searching;

Advantages of this method:

• quickness. Web portal development won’t take many months;

• development and editing simplicity;

• supporting of a lot of plugins.

Disadvantages of this method:

• not good security level. When using popular CMS it’s a risk that hackers will use one of already made instructions of hacking;

• bad inner optimization which contains a lot of self-doubling.

When choosing web portal development method first of all we have to focus on ultimate user, further web portal owner. Because web portal is being developed for an organization it’s necessary to have a simple and convenient way of further administration. Thus, after advantage and disadvantage analysis, it’s been chosen to develop web portal based on CMS. This method will allow the client to administer his web portal without a huge knowledge of theoretical and practical basis.

Next question that has to be answered is what CMS to choose. The main purpose of CMS is to collect and combine the various information sources based on aims and tasks. These sources may be available in the company and outside as well. In addition, this system provides the possibility of connection between deferent staff members, projects and working groups with database which was created before, in such view and such way to make a process of searching and secondary using maximum comfortable and convenient.

In such CMS all diversity of existing data is defined: standard documents, music and sounds, video, catalogs and other information. And exactly for managing, storing. handling, viewing and publishing this data CMS is serving for. From this a new type of workers appears – a content manager.

From the average user’s point of view web portal development based on CMS has to bring following advantages:

• the most optimal and effective tools are used in work for solving the task (depending on web portal type and its functionality requirements the optimal CMS is being chosen);

• CMS using allows the web portal owner to create and manage site’s pages by himself, edit different information without involving a specialist from the side;

• work of web portal is always being tested by many users, and revealed errors and exploits are being removed quickly enough, and web portal works on the most advanced technologies;

• time costs of web portal development are decreased because developer doesn’t need to focus his attention of technical tasks like «how to make a newsfeed» or «how to make CMS find products in the catalog», so he can focus on informational and visual content of the web portal.

Within this graduation project SWOT analysis of two methods of web portal development was implemented. The results of this analysis are presented in the table 1.1.

Thus, from the results of SWOT analysis it’s possible to draw a conclusion that CMS is the most effective method of web portal development. This method allows to develop web portal in short time-frame and also doesn’t require a huge technical basis from the ultimate user.

Today there are a lot of various CMS in the market which are oriented on solving carious tasks. Some of those systems are universal; some of them are needed to solve specific tasks. Also there are paid-for systems which don’t allow to edit its core, and free systems.

1. Essential web portal functionality

On the basis of market researches, essential functions of web portal were defined.

1. Main page

Main page has to display the main idea of business incubator, its uniqueness and competitive advantages. Also client is planning to implement an advertisement module on this page with information which is closed to business incubator subject area.

On the main page will be an automatic slider with the possibility of manual switching which may be used to display the most interesting information.

1. Partners

This page is required to display existing partners of business incubator partnership with whom has to bring profit to enterprise. Partners may be financial and governmental organization along with media.

1. Projects

On this page existing projects of business incubator will be displayed. Projects will be displayed in the same style as partners – in 3 columns. This page will also be displaying the main activity of those companies.

1. Contacts

On the contacts page will be displayed such information as address, phone numbers and interactive Google Map which will allow to easily understand where the office is located. Also on this page user can use a contact form which allows him to contact administration with any question.

1. Our work

This page is designed to provide user information about business incubator, its aims and tasks. Also services that Small innovative enterprise «Modern design technology» can provide will be shown here.
