One of such initiatives is thedevelopment of multimodal transportation based on airports - cargo hubs primarilybased on business models "avia-avia" and "auto-avia"), as well as the developmentof state policy in the sphere of regulatory regulation of logistics operators.In fact, any airport is a multimodal center, since it offers at least two types oftransport services - air and road, but only the logistics operator that controls theentire cargo chain combines the transportation in such a way as to satisfy theconsignor and consignee as much as possible. Therefore, it is the logistics operatorsthat today determine the key trend in the development of freight transport in allmodes of transport - multimodality.57In the diploma I am analyzing activity of the Service of the Organization of Mailcargo Transportations (SOMCT) JSC Khabarovsk Airport.Chapter 2.
Characteristics of the Khabarovsk airportThe Khabarovsk international airport (New) is the largest airport of the FarEastern Federal District, and also the most important element of transportinfrastructure connecting all remote regions of the Far East among themselves withthe central part of Russia and Asia-Pacific countries.Annually the airport serves more than 2 million passengers and takes the firstplace by volume of passenger traffic on internal and international airlines among theairports of the Far East of Russia.The airport includes two air terminals of internal airlines, the internationalterminal and the cargo terminal.SOMCT as an independent structural division of JSC Khabarovsk Airport(further – Society), is created and liquidated by the order of the executive directorof Society and is directly subordinated to the deputy executive director forproduction.
SOMСT the chief appointed to a position and relieved of the post by theorder of the executive director of Society on representation of the deputy executivedirector for production and in coordination with managing organization heads.Distribution of duties between employees of the service is carried out by thechief of SOMCT. Also he can through his deputy insure mail and freight service,including dangerous goods, ensure a regularity and safety of flights, high culture ofcustomer service, maintenance of warehouses and adjacent territories in a perfectorder. He organizes claims activities, development of technologies for all activitiesof SOMCT, heads work on training of personnel.
He organizes processofpreparation to autumn-winter, spring-summer periods.The total area of a cargo complex is 16388 sq.m. The perimeter is protect with aconcrete fence with a barbed wire on the top. On the territory the followingfunctional buildings and constructions are located:58- Arrival warehouse. The zone of reception makes 754,2 sq.m.;- Departure warehouse. The zone of delivery makes 713 sq.m. Rooms ofpersonnel;- Warehouse of valuable freights.
The warehouse consist of 6 sections for storageof unclaimed and valuable freights of 194 sq.m.;- Warehouse of temporary storage, customs freights. A warehouse the area 1467,7m2 in a warehouse, a warehouse of temporary storage (freight under customscontrol) of 308 sq.m, a warehouse of temporary storage of 44 sq.m.;- Warm warehouse. The warm warehouse No.
1 with an area of 80 sq.m is in azone of delivery of freight, the warm warehouse №2 of 80 sq.m is in a zone ofreception of freight;- Delivery line;- Stages;- Weight line;- The cooled warehouses. Two refrigeration units with an adjustable range oftemperatures (from 20C to - 20C);- Warehouse of dangerous freights;- Accumulator charging station. Transformer substation of 77 sq.m.;- Garage. The warm box for loaders of 183 sq.m.;- Administrative office. Administrative two-storeyed building of 705 sq.m.;- Check point. Square of two check points is 29,5sq.m and 18,5sq.m. A daycapacity is about 150 t.- The weight station of 94 sq.m (for weighing of the car up to 30000 kg.).Freight for sending from the airports is delivered by the consignor to the cargoterminal of the airport.
Any person, forwarding companies or consolidators offreights can be consignors.On arrival at the airport the sender fills out the application for the freight sendingin the operational hall of the administrative office and receives the admission forentrance with freight to the territory of a cargo warehouse.59After delivery of freight to the territory of a warehouse, the sender organizes theunloading in a zone of acceptance of freight. He carries out this operation by himselfor can use paid service of the terminal.In the course of acceptance of freight from the client the agent of a cargowarehouse checks: serviceability of packing, existence of transport marking,compliance of the data specified in the application.
Then freight is weighed, airportmarking is put and the application is signed.After delivery of freight the sender in the operational hall, having the applicationsigned by the agent makes out the air waybill and pays for transportation of freight.The freight accepted for shipment moves from scales on the delivery line to anexamination zone.
Having risen, freight is examined by means of an introscope bythe aviation safety agent. After examination the sticker is applied on freight andtransported further by the delivery line in a departure warehouse. In a warehouse ofdeparture the freight is located on racks for temporary storage by loaders accordingto instructions. At the same time the liability for safety of freight at its temporarystorage is borne by the agent of SOMCT, who accepted freight from the consignoror from the agent by change transfer.
The freight accepted for temporary storage isregistered by the operator of the COMPUTER in the database.During the selection and registration of freight for sending by air according tothe daily plan, the shift supervisor selects the relevant documents not less than in 2,5hours prior to a departure of VS, the mail-cargo sheet (MCS) is made in 5 copies,signed and 4 copies are given to loaders.
With these documents the loader arrives toa warehouse of temporary storage for receiving freight to be sent. The way bill agenthands over freight to loaders who accept it by the number of places, safety of packingand existence of marking. The accepted freight is delivered to a completing zone (adeparture warehouse). Freight in a zone of completing is loaded on the vehicle orinto means of packing (containers, pallets). An the end of loading the loader signs away bill for having received the freight.
The freight loaded on the vehicle or onmeans of packing, is delivered to the aircraft.60Then freight is loaded on board the aircraft following the instructions of airsteward (crew member) and under control of a dispatcher.A crew member responsible for accepting freight put his sign on a way bill,during the process of freight transfer. On arrival of aircraft at the airport ofdestination the unloading is done in reverse order. After unloading freight isdelivered to a warehouse of arrival of the cargo terminal. Freight according toinstructions of an agent is stored on racks of a warehouse of arrival.After delivery of freight with documents to a cargo warehouse, the dispatcherinformant reports to the consignee about its arrival according to the existing rules.Before being delivered to a consignee freight is stored in a zone of delivery.Then the consignee receives freight with documents and provides its deliveryfrom the territory of a warehouse.61.
