ABSTRACT
Subject: «Program-target approach to tourism planning (for example Sakhalin area)»
The relevance of the research is in the face of a shortage of budget, first of all, the financing of the tourism sector is curtailed. In this case, new ways or money are sought for the development of tourism, its competitive advantages and opportunities.
The aim of the study is the improvement of the program-targeted approach to tourism planning on the basis of an analysis of Sakhalin Region development programs.
The object of the study is a program-targeted approach to development planning.
The subject of the study is targeted programs for socio-economic development of the Sakhalin region.
The achievement of this goal is provided by solving the following main tasks:
1. Study of the role of tourism in the socio-economic development of regions.
2. Analysis of existing approaches to planning.
3. Study of the program-targeted approach to planning and justification of its choice.
4. Study of the problems and prospects for the development of the Sakhalin region.
5. Analysis of targeted programs of regional and federal significance, implemented in the Sakhalin region.
6. Analysis of the state of tourism in the Sakhalin Region.
7. Analysis of the activities of target programs relevant for the development of tourism in the Sakhalin region.
8. Elaboration and justification of recommendations on improving the program-targeted approach to tourism planning in the Sakhalin region.
The thesis work methods were used: factor analysis, system analysis, structural analysis.
The working hypothesis of the research is based on the scientific assumption that the coherence of development programs allows attracting additional funds at the expense of other spheres of activity in the development of the tourist sphere.
The result of the study consists of proposals for improving the program-targeted approach to planning tourism in the Sakhalin region, presented in the third chapter.
In accordance with the purpose, objectives and logic of the study work consists of an introduction, three chapters containing six paragraphs, conclusions and a list of used literature from 92 sources, 4 applications. The work is described in 124 pages of typewritten text. Analytical material is represented by tables 4 and 4 drawings.
