Целью настоящего Соглашения является обеспечение безопасностипрохода судов в Беринговом проливе и защиты морской среды Беринговапролива, а также защиты интересов российских и американских коренныхнародов, осуществляющих традиционные виды природопользования, и иныхместных общин, проживающих по берегам Берингова пролива.2. Стороны согласованно установили морские коридоры и предписалисхемы разделения движения для соблюдения в Беринговом проливе всемисудами, проходящими между материковым побережьем Российской Федерации иостровом Ратманова:(географическоедвижения).описаниеморскихкоридоровисхемразделения1883.

Стороны согласованно установили, что между островами Ратманова иКрузенштерна суда всех не прибрежных к Берингову проливу государствпользуются правом мирного прохода в соответствии с международным правом.5. Соответствующие нормы международного права, регулирующие мирныйпроход судов через территориальное море, содержатся в Конвенции ОрганизацииОбъединенных Наций по морскому праву 1982 года, в частности в Части II,Разделе 3.6.

Компетентные власти Российской Федерации и Соединенных ШтатовАмерики в течение года с даты подписания настоящего Соглашения опубликуютна русском и английском языках специальные требования к осуществлению правамирного прохода в этой части Берингова пролива в целях предупреждениязагрязнения морской среды, с учетом ледовой обстановки и реальнойинтенсивности прохода судов.7. Стороны согласованно установили, что суда всех государств следуют соскоростью не более [__ узлов] в следующих районах Берингова пролива:(географическое описание районов).8. Указанные в пунктах 2, 3, 7 настоящего Соглашения морские коридоры,схемы разделения движения, а также районы Берингова пролива, где судаследуютсоскоростьюопубликованиюнеболеекомпетентными[__узлов],подлежатгосударственнымиобязательномуорганамиРоссийскойФедерации и Соединенных Штатов Америки в течение одного месяца с датыподписания настоящего Соглашения на английском и русском языках.9. Настоящее Соглашение вступает в силу со дня его подписания обеимиСторонами.

Оно может быть изменено по взаимному письменному согласию189Сторон. The purpose of this Agreement is to provide the safety of ship passage throughthe Bering Strait and the protection of the marine environment of the Bering Strait, aswell as the protection of the interests of indigenous peoples of the Russian Federationand the United States of America engaged in traditional natural resource use and otherlocal communities living on the both sides of the Bering Strait.2. The Parties agree upon designation of sea lanes and prescription of trafficseparation schemes in the Bering Strait for all ships passing between the mainland coastof the Russian Federation and the island of Big Diomede:(geographical description of sea lanes and traffic separation schemes).3.

The Parties agree upon designation of sea lanes and prescription of trafficseparation schemes in the Bering Strait for all ships passing between the mainland coastof the United States of America and the island of Little Diomede:(geographical description of sea lanes and traffic separation schemes).1914. The Parties agree that ships of all States not bordering the Bering Strait enjoythe right of innocent passage between the Islands of Big Diomede and little Diomede inaccordance with international law.5.

The relevant rules of international law governing innocent passage of ships inthe territorial sea are stated in the 1982 United Nations Convention on the Law of theSea, particularly in Part II, Section 3.6. The competent authorities of the Russian Federation and the United States ofAmerica will publish within a year from the date of signing of this Agreement inRussian and English languages special requirements to the exercise of the right ofinnocent passage in this part of the Bering Strait in order to prevent pollution of themarine environment taking into account ice conditions and the real intensity of shipspassage.7.

The Parties agree that ships of all States use speeds of [__ knots] or less in thefollowing areas of the Bering Strait:(geographical description of the areas).8. Sea lanes, traffic separation schemes and the areas of the Bering Strait whereships of all States use speeds of [__knots] or less as defined in paragraphs 2, 3 and 7 ofthis Agreement are subject to mandatory publication by the competent public authoritiesof the Russian Federation and the United States of America within one month from thedate of signing of this Agreement in English and Russian languages.9. This Agreement shall enter into force on the date of its signature by bothParties.

This Agreement may be amended by mutual written agreement between theParties.
