Tung is faced with a conundrum. On one hand, he must protect theinterests of Hong Kong, one of the world's most open and dynamic societies. Tung triggered a search for the true identity of a man of manynames and a multitude of political incarnations. The Hong Kong press dubbed himthe "Mystery Man" for his alleged communist-underground past and his curious198ties to both Chinese officials and Hong Kong democratic activists. Yip's respectable wealth traces to a joint-venture hotel project in Shanghai, he insists, but thenetwork of computer, electronics, business-intelligence and security companiesthat followed remains cloaked under a layer of political fog.

The short, bespectacled Yip, 54, looks more like an accountant than an enigma. Yet he seems to revel in the ambiguities that characterize his life and the future Hong Kong. With hisvaried network of contacts, Yip seems to be emerging as chief troubleshooter andspin doctor to the man responsible for carrying out the one country-two systemsexperiment.
