In recent years, he hasactively worked on developing new code division GLONASS signals.Guenter W. Hein serves as the editor of the WorkingPapers column. He is head of the Galileo Operationsand Evolution Department of the European SpaceAgency. Previously, he was a full professor and director of the Institute of Geodesy and Navigation at theUniversity FAF Munich. In 2002 he received the prestigious Johannes Kepler Award from the U.S. Instituteof Navigation (ION) for “sustained and significant contributions to satellitenavigation.” He is one of the CBOC inventors.[5] Dafesh, P.
